@JohnBarentine@MayorFrey Is lighting the solution to crime or a panacea? Here is an unedited 2016 ISS image of two neighborhoods in and next to Chicago and the number of reported crimes that year.
Also, @MayorFrey: your statement that "criminals fear a well-lit street" is unfounded in fact. I can show you plenty of studies to the contrary.

@JohnBarentine Are you thinking about a legal definition? If so the word “artificial” needs a lot of clarification. “ALAN” does not distinguish between useful or polluting light. Also the light on a microwave display is artificial, light, at night per the words. So… yes.
