A LIST OF UPDF OFFICERS WHO HAVE FABRICATED INTELLIGENCE REPORTS.

1. Col. Kaka Bagyenda fabricated intelligence within the Internal Security Organisation (ISO). He has been abducted numerous citizens, who were taken to Kalangala Island, tortured, and labelled as saboteurs of the regime. A number of people were tortured, killed and others killed during his tenure, most notably John Bosco Kibalama. He’s facing US, EU and UK sanctions

2. Gen. Kale Kayihura
fabricated police intelligence. He abducted, killed and disappeared many citizens, subjecting them to torture, and later presenting them in court as ADF or Al-Shabaab terrorists. During his tenure, Moslems were abducted, killed and others charged for allegedly carrying out high profile murders, of for example Sheikhs Bahiga and others, Kaweesi, Abiriga, Kirumira and Kagezi are also linked to his killing group, the Flying Squad which carried out targeted exterminations. Criminal Kayihura is also facing US, UK and EU sanctions.

3. Maj. Birungi
fabricated intelligence within the Chieftaincy of Military Intelligence (CMI). He orchestrated bomb attacks in Kampala for example Munyonyo and Kalerwe that killed civilians and then blamed the attacks on the ADF. He was arraigned in army court yesterday and remanded after spending over six months in military detention.

4. Gen. Muhoes
fabricates military intelligence by abducting opposition leaders and supporters, tortures them, and then brand them as rebels. This one has raided the homes of opposition supporters, tortured. killed people, and has always boasted commanding these criminal acts on opposition leaders @HEBobiwine and his wife Barbie, assault on Kivumbi’s residence which left 10 people dead, abduction and torture of @KakwenzaRukira Eddie Mutwe, Besigye, Lukwago and the list is endless.
Unfortunately, no known sanction from the West @StateDept @USTreasury @EU_Commission @10DowningStreet have never imposed any sanctions on him or his killing group.

The High Court says it cannot issue a Habeas Corpus for Hon. Muwanga Kivumbi until it is satisfied who is holding him, after police denied having him in their custody. The court has instead issued an order directing the police to investigate 'his whereabouts' and report back within 7 days. Today marks 12 days since Hon. Muwanga was abducted in broad daylight. Adding the state 7 more days to investigate and report back gives them up to 19 days holding him incommunicado in the most blatant, crude violation of his rights. The matter stands adjourned up to 29th!

Joel Ssenyonyi did what many never expected.

Standing before General. Museveni, and sending a message to Gen. Muhoozi Kainerugaba, top military commanders, and the country's political elite, the Leader of the Opposition could have chosen the easy path. He could have delivered a safe, emotional tribute to the late Gen. Moses Ali and walked away.

Instead, he turned a moment of mourning into a powerful constitutional reminder.

Although Joel Ssenyonyi's politics stood in sharp contrast to those of the late Gen. Moses Ali, he put political differences aside to acknowledge his service, leadership, and sacrifices. It was a display of statesmanship that few could criticize.

But then came the part that changed the mood in the room.

The lawyer in Joel Ssenyonyi took over.

With Museveni and CDF Gen. Muhoozi Kainerugaba listening, he reminded Uganda's leaders that the Constitution is not optional. He stressed that the rule of law must be respected and that no one regardless of rank, office, or military power is above the law.

In that moment, this was no longer just a tribute.

It became a constitutional challenge delivered straight to the country's most powerful figures.

While others chose emotion, Joel chose principle.

While others praised the past, Joel confronted the present.

His speech wasn't just about honoring a fallen general it was a reminder that the greatest tribute any nation can pay its heroes is to protect the Constitution they swore to defend.

For many supporters of the Museveni regime, those words were unlikely to be comfortable. What was expected to be a solemn ceremony became, in my view, a moment of accountability, as the Leader of the Opposition used the national stage to remind Uganda's mis-leaders that power without respect for the Constitution undermines the very foundation of the state.

Joel Ssenyonyi didn't simply deliver a tribute.

He delivered a message the powerful could not ignore.

Kampala has a lot of potential.

Lately I have been thinking about my city.

I was in downtown San Francisco recently and I could not feel anything but sadness and anger. I was angry at the gap between the development I’ve seen in San Francisco vs. the one in Kampala. I was very angry at everything Kampala could be and is not yet.

Compared to every other city in Uganda, Kampala is not badly off. But we can do better.

We can start simple.
Fix the roads. Clean up the buildings we already have. Fix public transport across the whole city so it does not take over an hour to get across town. Then watch how the youth will take advantage.

This tweet is a promise to myself. I will use my life to fix the capital city of my motherland in whichever way I can. The people deserve it.

We deserve MUCH better as a country.
