Premiers secours en Afrique : le manuel de référence fait peau neuve

Un panel d'experts réunissant des spécialistes de neuf pays africains s'est clôturé ce 23 juillet 2026 à #?#Bujumbura . Pendant deux jours, les participants ont finalisé la mise à jour du Manuel des premiers secours de base pour l'Afrique, un document de référence qui harmonise les pratiques des Sociétés nationales de la Croix-Rouge et du Croissant-Rouge tout en tenant compte des réalités propres à chaque pays.

Une mise à jour fondée sur les nouvelles recommandations internationales

Les travaux ont porté sur l'actualisation des directives relatives aux premiers secours, à la réanimation et à la formation, conformément aux nouvelles orientations publiées tous les cinq ans par le Centre mondial de référence des premiers secours. Selon le Directeur des secours de la @croix_rougebdi , Désiré Habonimana, cette révision est le résultat d'un long processus comprenant des consultations en ligne, des réunions techniques et des travaux d'une équipe de rédaction avant la phase finale organisée à #Bujumbura .

Il a indiqué que l’atelier a permis aux experts d'examiner les évolutions intervenues depuis la précédente édition, d'identifier les nouvelles recommandations et de valider les modifications qui seront intégrées dans la nouvelle version du manuel. Ces directives seront ensuite appliquées par l'ensemble des Sociétés nationales de la Croix-Rouge et du Croissant-Rouge.

Un manuel adapté aux réalités africaines

Selon Désiré Habonimana, le choix du Burundi pour accueillir cette rencontre témoigne de la reconnaissance de l'expertise de la Croix-Rouge du Burundi dans le domaine des premiers secours. Le manuel, élaboré à partir des normes internationales, est ensuite adapté au contexte africain afin de tenir compte des réalités locales, notamment de la disponibilité des ressources et du matériel.

À titre d'exemple, les recommandations relatives au traitement des brûlures proposent plusieurs options, telles que le miel, l'aloe vera ou la vaseline. Chaque Société nationale est appelée à retenir les solutions les plus accessibles et les mieux adaptées à son contexte.

Les contenus de ce manuel serviront désormais de référence pour la formation des volontaires et des secouristes au sein des Sociétés nationales de la Croix-Rouge à travers l'Afrique, afin d'assurer une compréhension commune et une application harmonisée des techniques de premiers secours.

People held captive, bound, forced face down, and a government minister broadcasting their humiliation on social media. Belgian citizens are among those detained. This situation is unacceptable. It violates the most basic standards of human dignity. All detainees must be treated with dignity and released without delay.

I have asked that the Ambassador of Israel to Belgium be summoned to express our indignation and ask for explanations. I have also instructed our diplomats to secure consular access to our nationals as a matter of urgency. Their rights must be guaranteed.

The humanitarian situation in Gaza remains catastrophic and demands the full attention of the international community. Belgium is and will remain active in raising this attention through every diplomatic channel.

After much reflection, I have decided to resign from my position as Director of the National Counterterrorism Center, effective today.

I cannot in good conscience support the ongoing war in Iran. Iran posed no imminent threat to our nation, and it is clear that we started this war due to pressure from Israel and its powerful American lobby.

Today, we hosted the Fragility Conference in Brussels. Belgian-led, with @HadjaLahbib as EU Commissioner for Equality, Preparedness and Crisis Management and @AlexanderDeCroo as @UNDP Administrator taking the stage.

Here's what's at stake: 2 billion people live in fragile contexts today. By 2030, half of the world's poor will be concentrated there. Fragility breeds conflict, displacement, and instability. It doesn't stop at borders.

Belgium's position is clear: humanitarian aid alone won't cut it. That's why we're working with the European Commission and partners across the EU to build a truly integrated approach combining diplomacy, development, and peacebuilding. We need to tackle root causes, not symptoms.

Addressing fragility is essential for peace, stability, and shared prosperity. It is a strategic necessity for Europe and beyond.

The #NobelPeacePrize medal.

It measures 6.6 cm in diameter, weighs 196 grams and is struck in gold. On its face, a portrait of Alfred Nobel and on its reverse, three naked men holding around each other’s shoulders as a sign of brotherhood. A design unchanged for 120 years.

Did you know that some Nobel Peace Prize medals have been passed on after the award was given? A well‑known case is Dmitry Muratov’s medal, which was auctioned for over USD 100 million to support refugees from the war in Ukraine.

And the medal displayed at the Nobel Peace Center is actually on loan and originally belonged to Christian Lous Lange, Norway’s first Peace Prize laureate.

But one truth remains. As the Norwegian Nobel Committee states: “Once a Nobel Prize is announced, it cannot be revoked, shared, or transferred to others. The decision is final and stands for all time.”

A medal can change owners, but the title of a Nobel Peace Prize laureate cannot.

This is my will and my final message. If these words reach you, know that Israel has succeeded in killing me and silencing my voice. First, peace be upon you and Allah’s mercy and blessings.

Allah knows I gave every effort and all my strength to be a support and a voice for my people, ever since I opened my eyes to life in the alleys and streets of the Jabalia refugee camp. My hope was that Allah would extend my life so I could return with my family and loved ones to our original town of occupied Asqalan (Al-Majdal). But Allah’s will came first, and His decree is final. I have lived through pain in all its details, tasted suffering and loss many times, yet I never once hesitated to convey the truth as it is, without distortion or falsification—so that Allah may bear witness against those who stayed silent, those who accepted our killing, those who choked our breath, and whose hearts were unmoved by the scattered remains of our children and women, doing nothing to stop the massacre that our people have faced for more than a year and a half.

I entrust you with Palestine—the jewel in the crown of the Muslim world, the heartbeat of every free person in this world. I entrust you with its people, with its wronged and innocent children who never had the time to dream or live in safety and peace. Their pure bodies were crushed under thousands of tons of Israeli bombs and missiles, torn apart and scattered across the walls.

I urge you not to let chains silence you, nor borders restrain you. Be bridges toward the liberation of the land and its people, until the sun of dignity and freedom rises over our stolen homeland. I entrust you to take care of my family. I entrust you with my beloved daughter Sham, the light of my eyes, whom I never got the chance to watch grow up as I had dreamed.

I entrust you with my dear son Salah, whom I had wished to support and accompany through life until he grew strong enough to carry my burden and continue the mission.

I entrust you with my beloved mother, whose blessed prayers brought me to where I am, whose supplications were my fortress and whose light guided my path. I pray that Allah grants her strength and rewards her on my behalf with the best of rewards.

I also entrust you with my lifelong companion, my beloved wife, Umm Salah (Bayan), from whom the war separated me for many long days and months. Yet she remained faithful to our bond, steadfast as the trunk of an olive tree that does not bend—patient, trusting in Allah, and carrying the responsibility in my absence with all her strength and faith.

I urge you to stand by them, to be their support after Allah Almighty. If I die, I die steadfast upon my principles. I testify before Allah that I am content with His decree, certain of meeting Him, and assured that what is with Allah is better and everlasting.

O Allah, accept me among the martyrs, forgive my past and future sins, and make my blood a light that illuminates the path of freedom for my people and my family. Forgive me if I have fallen short, and pray for me with mercy, for I kept my promise and never changed or betrayed it.

Do not forget Gaza… And do not forget me in your sincere prayers for forgiveness and acceptance.
