Nevermind the initial letter I ordered months ago - I paid for this second UOL194301 letter [which I did as a safety measure!] October 18th.

I need them to give me *a tracking number* of a UOL191293 letter,
and I need them to *send* the UOL194301 letter.

@LondonU I've been to the local post office twice, went to Fedex, called multiple numbers in UoL, wrote to Maggie, wrote to Fedex, filed multiple UoL enquiries, wrote to transcripts office, paid for another letter so it's delivered to two other countries for a better chance of delivery
