WATCH: The UPDF has announced a ban on the charcoal trade across Northern Uganda, citing a presidential executive order issued nearly five years ago to curb environmental degradation and the effects of climate change. Maj Gen Felix Busizoori, the 4th Infantry Division Commander, says that effective today August 11, 2026, trucks found transporting charcoal will be impounded, with the charcoal distributed to local communities free of charge. Busizoori was addressing charcoal dealers from Central Uganda and South Sudan on new directives issued in July by the Office of the President.

What I("we") believed then, and now hasn't changed any bit! What has changed is my perception about the MAGNITUDE OF THE PROBLEM AND THE INCREDIBLE LIMITATIONS OF AFRICAN ELITE.
I believed then, like i still do, now, Africa's problems will never end until WE END THE COLONIAL FOUNDATIONS ON WHICH MODERN AFRICA IS CONSTRUCTED. And to that end, i always dreamed of AFRICA RAISING an ARMY of 5 MILLION Men(w) and unite this Continent in just 5 years! And have always(then&now) been ready to be AVAILABLE IN THIS ENDAVOUR.
Are you Prof @FGoloobaMutebi? Your answer is the usual; "if you can't rule well a small state, how can you......"! That's what hit me later; the LACK OF CAPACITY AND IDEOLOGICAL LIMITATIONS of AFRICAN ELITE!
You right, at the time I picked up arms, I underestimated these.......for that, i plead guilty 😔!
WRONG, Prof!
That's the mistake people make; thinking Asia is different from what we experience here in Africa. ASIA with its 48 or so countries, only about 7(SEVEN) have achieved what we can call STRATEGIC AUTONOMY and real SOVEREIGN CAPABILITY. China, Russia and India(bse of sheer size, INDUSTRIAL capacity, and Nuclear DETERRENCE; the 2 Koreas of Nuclear/military might&Economic power of the South due to history of existential threat) Malaysia&Singapore&abit of (Vietnam&Indonesia-work in progress); rest of the 40+ remain like AFRICA; protected by FOREIGN MILITARY BASES; IMF/WB-FOREIGN MULTI-NATIONALS-controlled Economies; EXPORT OF RAW MATERIALS, and perennially UNSTABLE(see map👇). Wars, from Pakistan to Myanmar to East Timor.......
Same with SOUTH AMERICA SUB-CONTINENT! If we can use the DEPENDENCY THEORY in Political Economy, NONE OF SOUTH AMERICAN COUNTRIES has achieved STRATEGIC AUTONOMY! Not even BRAZIL! All still depend of selling Raw materials, plagued by instability, coups.....; IMF/WB-Multinationals-controlled Economies...etc.
We saw what happened in VENEZUELA recently....
So don't kid yourself Prof; can't wish away STRATEGIC WEAKNESS AND DEPENDENCY because they are HARD MATERIAL REALITIES. They are embedded into our Countries' INSTITUTIONAL DESIGNS; DEPENDENT ECONOMIES; MILITARY VULNERABILITIES AND ADMINISTRATIVE/INSTITUTIONAL INCAPACITY.
So what you quote about ASIA is a facade; just ILLUSION OF SOVEREIGNTY! The nonsense of us possessing so called STATES under that European Westphalia framework; phoney borders, cloth flags, UN seat& Washington embassy, funny paper constitutions and some armed men(police/army) to beat up our peasants DON'T PROTECT OUR COUNTRIES FROM STRATEGIC SUBORDINATION AND SUBSERVIENCE......

Today I visited @UCC_Official headquarters. UCC plays a critical role in governing and steering Uganda’s communications sector. We must address QoS, fair billing, internet routing and content regulation while using technology to fight misinformation. @UCC_ED
I reminded the graduates that discipline and integrity are the foundation of service. They must reject corruption, safeguard their health, and use modern tools such as forensic science, K9 units and CCTV to defeat crime. Security must also support wealth creation by protecting our people and ensuring every Ugandan joins the money economy. I wish them success as they serve Uganda with patriotism and dedication.
Today at Kabalye, I passed out 9,952 officers comprising the 25th Intake of Probationer Police Constables and the 3rd Intake of the Immigration Officers’ Course. I congratulate them on successfully completing their training and commend the Police leadership and instructors for producing a disciplined force.
A total of 10,000 Probationer Police Constables, who have undergone a nine month of initial police training at Police Training School Kabalye in Masindi and Police Training School Ikafe in Yumbe, are today set to graduate.
The pass-out marks the successful completion of their training and their readiness to commence service in the Uganda Police Force.

Today, IGP Byakagaba Abas visited Police Training School Ikafe in Yumbe District to meet with recruit trainees who are soon to be passed out. They demonstrated to him their readiness in key policing skills.
He gave a lecture of opportunity during which he emphasized that excellence in service is built on teamwork discipline and a clear sense of purpose.
He stressed that peace and security are the foundation of national progress and every officer should play a crucial role in safeguarding them.
