Scottish Housing Regulator says systemic failure in homelessness services is BEYOND anything it can do: “systemic failure requires a systemic intervention that is beyond our regulatory powers”. @scotgov must give extraordinary response in budget, it’s not business as usual.

I’ve said it for last few years we were heading for a housing crisis. We’re now in the thick of it.
