You have no idea how contracts work.
When you pay before someone for a contract you are put in the 1st place if no one ordered before you. Then they have to complete your order before they can move on.

EU paid on the 24 or 27th of august.
Australia paid on the 7th of september.

Astra zeneca signed a deal with the EU to give a set amount of vaccines. They did not meet that target so they have no obligations tos end vaccines to Australia
