The VAT policy was sold as funding 6,500 teachers with minimal disruption.

You're now saying the real objective was to change the education system by making the independent education you benefited from less accessible.

If that's now the case being made, it's all the more important to judge the policy against the promises originally used to justify it. That's what our report does.

@MarkJSewards Taxing education is not ending a tax break. Education is a public benefit, and should not be subject to a tax on fees. The fact is that the current government did not so its homework on this policy. Could do better.

The Secretary of State says the policy is working and again points to falling birth rates as the explanation for what is happening in the independent sector.

Tomorrow we will publish a report examining exactly that question.

What was promised?
What happened?

Do the outcomes observed so far match the forecasts used to justify the policy?
