• The prosecution's sentencing calculation even reached Offense Level 55 (capped at Level 43 under the Federal Sentencing Guidelines), underscoring the extraordinary severity of his crimes.
• Guo’s RICO enterprise, also conducted cognitive warfare under the guise of fighting the CCP—mixing CCP-desired false narratives into otherwise truthful information to poison the information environment.

1️⃣He built a “fake anti-CCP” movement as a cognitive warfare operation to infiltrate U.S. conservative circles, manipulate public opinion, and divide American society from within.
2️⃣This type of operation works by mixing subtle falsehoods into real information to create high-level misdirection.
• For example, it deliberately shifts focus away from Xi Jinping’s direct command of unrestricted warfare, and instead pushes narratives about internal CCP power struggles or instability—misleading people into ignoring the reality that the regime is evolving into an increasingly hardened, Khamenei-style anti-American dictatorship that must be confronted at its root.
3️⃣At the same time, he and his network actively target and hunt real anti-CCP voices—especially Chinese whistleblowers who expose the CCP’s crimes.
• The so-called “NSFC” is not a grassroots movement. It is a coordinated network of operatives posing as dissidents.
4️⃣Using “people’s war”, aggression, and deception, they flood the information space, suppress real voices, and carry out tasks for the CCP that require plausible deniability.
