Mwai Kibaki led the Yes campaign and promulgated the 2010 Constitution. William Ruto was the main face of the No campaign. He opposed the draft on devolution, land clauses, constituency boundaries and other issues, and campaigned against it especially in the Rift Valley, where the No vote was strong. After the Yes side won with about 67 percent, he conceded. The same Constitution he fought against later created the Deputy President position he occupied. Kibaki delivered the document. Ruto tried to stop it. That is the record.
