@careers_dm @levelsio This is not true. I live in Rome, Italy. Our apartment blocks cannot turn on the central heating until 15 November and hours per day are limited by law.

No rules on A/C though, install as many as you want, run them 24/7 all year. Lack of A/C is mainly historical/cultural.
