The officer needs dealt with today. I'd suggest having his whole chain of command - 05 to 010 - personally appear before the SecDef at 0900 tomorrow to explain, in detail:

1. Why this officer was under the impression that this was acceptable.
2. Why their command climate made this seem acceptable.
3. What steps have been, and will be, taken to address this gross misconduct both individually and within the command.

Tell the chain to all bring their deputies so that if there is a need to relieve any/all members of the chain, the replacement can begin corrective action immediately.
