Ukrainian children taken to Russia for supposed “health treatment” were subsequently placed under guardianship and moved to Moscow region, according to Ukraine’s Foreign Intelligence Service.

In its 9 September report, the Service says children from a care institution in occupied Donetsk region were taken to Russia over the summer. Not all returned. At least two were placed under guardianship. Their fate is still being established.

FIS describes a recurring scheme involving occupation administrations, Russian guardianship authorities and trip organisers. Supposed holidays, rehabilitation and cultural programmes become a means of keeping Ukrainian children in Russia.

The Service also warns of broader child exploitation in Russia, including work in the defence industry and potential recruitment by intelligence services.

Russia must disclose children’s whereabouts, grant international humanitarian access and return them to Ukraine. Every child must be traced, and those responsible held accountable.
