Türkiye'de üniversitelerin çoğunda maalesef, "akademisyenlik" diye bir memuriyet icat edilmiş durumda. Kanunlar buna zaten müsait (2547 ve 657). Buradaki mantık şu, aynı yerde lisans oku, hocanın gözüne gir doktora yap (Araş. görevlisi ol), sonra yüksel.
Bilimsel araştırma kaygısı, yaratıcı fikirler geliştirme, merak duygusu, rekabetçi bir ortam, araştırma ekosistemi vs. bunların bir önemi yok.
Bu bir tercih olabilir, ama tercihiniz buysa, diyeceksiniz ki, biz üniversite değiliz, dünyada herhangi bir iddiamız yok. Tekkeyi bekleyen çorbayı içer.
Bu anlayışla dünyadaki bilimsel yarışta yer alamazsınız. Yaratıcılığı değil itaati teşvik edersiniz. Dünya artık bilimsel kadrolarını 1930’ların yöntemleriyle kurmuyor.
Doktoradan hatta lisanstan sonra aynı kurumda kalmak istisna olmalı, kural değil. Aynı kuruma dönebilmek için ya farklı bir kurumda doktora deneyimi, ya da en az 5 yıl başka kurumlarda doktora sonrası araştırma şartı aranmalı. Amaç açık: danışman bağımlılığını kırmak ve gerçek akademik bağımsızlığı test etmek.
Üniversitelerde akademisyen alımı “memur alımı” gibi yapılamaz. Resmî Gazete ilanı formalitesine indirgenmiş sistem terk edilmelidir. Bölümler ve üniversiteler kendi akademik stratejilerine uygun adayları açık çağrılarla belirlemeli; değerlendirme puan tablosuyla değil, nitelikli jüri incelemesi ve bilimsel seminerler üzerinden yapılmalıdır.
Adayların araştırma vizyonu, öğretim yaklaşımı ve gelecek planı tartışılmadan yapılan seçimler bilim üretmez. Bunun ön koşulu ise gerçek üniversite özerkliği ve güçlü bir hukuki zemindir.
Akademi güvenli bir “yatış alanı” değil, nitelikli rekabet ortamı olmalıdır. Rekabet nicelikte değil nitelikte kurulmalıdır.
Üniversiteki öğretim üyesinin yükselmesi de ilan ile değil yeterlilikle sağlanmalı.
Alanlara göre farklı modeller geliştirilmeli. Bu işler bir günde olmaz ama başlamadan da olmaz.
