There is no reason to put them into your ledger. Many people will write them on paper, stamp them into metal, memorize them.
You can have your twelve words and no wallets at all. No safe to steal even.

A wallet can be recovered remotely when stolen, unlike a safe.
Eg) you steal my safe. Whether you are unable to open it or not, my gold is gone.
You steal my ledger. I retrieve my btc with my keys.

The network runs on physical mining machines. There is no way around this.
Hardware wallets you're talking about are simple access points. None of them actually hold btc.

That person would have to be trusted which is unacceptable. That's the point of the blockchain. Nobody runs it. No counterparty risk.
