One In Five Prisoners Is Now Muslim. The Data Shows Why

Muslims now make up roughly 1 in 5 prisoners in England and Wales, close to three times their share of the general population, where they account for around 6.7 per cent. This is not a new trend. Government analysts have been tracking it for over a decade, and part of the driver behind it is migration.

A 2013 Ministry of Justice analysis found that a significant proportion of Muslim prisoners were foreign nationals from predominantly Muslim countries, chiefly Pakistan and Somalia at the time. Today the picture has shifted again. Albanians, who are overwhelmingly Muslim, now form the largest single group of foreign nationals in UK prisons. Iranians, Iraqis and Somalis, nationalities associated with high volumes of recent asylum claims, appear among the top fifteen nationalities in the prison population despite having comparatively small resident populations in the UK, according to the Migration Observatory's own analysis of December 2025 figures.

That last detail matters more than it first appears. When a nationality with a small overall UK population shows up disproportionately in prison statistics, it points to a recent, fast-growing cohort rather than a long-settled community whose numbers have simply kept pace with the country as a whole. Iranian, Iraqi and Somali nationals fit that description precisely, arriving in large numbers only in recent years, chiefly through asylum and small boat routes, and already appearing in the prison population at a rate out of step with how long they have actually been resident in Britain.

Foreign nationals make up nearly double their general population share among drug offence prisoners, at 19.7 per cent. Sexual offence convictions have risen 62 per cent among foreign nationals in four years, against 39 per cent for British nationals over the same period. These are the categories the data singles out most sharply, and they are the categories where the missing nationality breakdown matters most. The aggregate picture is more mixed: non-citizens are slightly underrepresented in the prison population overall once age is accounted for, and specifically underrepresented for violent offences, but averaging across all offence types obscures exactly the pattern that matters here.

The growth in foreign national prisoners generally has been striking on its own terms too. Numbers rose 111 per cent between 1999 and 2009, against a 21 per cent rise among British nationals over the same period, a gap wide enough that it cannot be explained by population growth alone. Foreign nationals now sit at around 12 per cent of the total prison population, drawn from more than 160 countries, with the top ten nationalities accounting for roughly half of all foreign offenders in custody.

This is where the debate about Muslim prisoner numbers actually needs to be had, not in the register of prison gang dynamics or coercive conversion, the practice of vulnerable inmates being pressured into Islam for protection, which is a separate and genuine problem in its own right, but in the plainer register of who Britain has been admitting, in what numbers, from which countries, and how that has translated into custodial statistics in specific, measurable categories. The Ministry of Justice has had this data since at least 2013. It has not, in that time, published a full, routine breakdown connecting nationality, migration route and offence type in a way the public can actually scrutinise.

That silence is a choice, the same one now stuck in a tribunal after the Ministry of Justice appealed a ruling to release conviction data by nationality. The prison population already tells part of this story in outline. What is missing is the will to publish it in full, and let the public see what their own government has spent over a decade quietly compiling.

Britain Is Changing One Minute at a Time. Nobody Asked Us.

Somewhere in Britain today, once every minute, a stamp is placed on a document and settlement or citizenship changes hands. Nearly 200,000 people received indefinite leave to remain this year, a 16-year record. A quarter of a million more became citizens. Shabana Mahmood is preparing reforms to slow this. Her own backbenchers are already working to gut them before they pass, exempting care workers and refusing to apply the rules retrospectively, so the 1.2 million migrants already approaching eligibility will sail through regardless of what Parliament decides.

The government cannot explain this contradiction because there isn't a clean one to give. Its own forecasters, the ONS, say Britain needs net migration near 230,000 a year simply to stop the working-age population collapsing before 2030, a figure they themselves call historically high and massively unpalatable. Two thirds of the public want it below 100,000. Ministers are therefore asking a shrinking, ageing workforce to fund immigration on a scale the public has repeatedly rejected.

The OBR has already done the sum the government won't say aloud. Low-skilled migrants cost more in public spending than they contribute in tax over a lifetime. Yet the visa data shows precisely this pattern taking root. Just 3.3 per cent of Zimbabwean workers have left Britain since arriving, 4 per cent of Nigerians and 4.5 per cent of Ghanaians. Compare that with 61 per cent of Saudis, 40 per cent of Belgians and 39 per cent of Germans. The routes Britain opened widest were those feeding the care sector at minimum wage, and they are the routes people do not leave. This was a conscious decision, repeated year after year, by governments that knew the costs.

And the consequences are not confined to spreadsheets. Mass immigration on this scale, without the integration needed to bind people into a common society, changes the character of the country itself. It alters the language, customs, schools, neighbourhoods and town centres around us. It changes what is taught, what is spoken, what is celebrated and what is regarded as normal. Most seriously, it weakens the shared culture and common assumptions that allow millions of people, many of whom have never met, to feel they nevertheless belong to the same country.

This did not happen by accident. Successive governments expanded migration routes, lowered barriers and encouraged recruitment from abroad while repeatedly ignoring warnings about housing, public services, wages, integration and social cohesion. They knew millions of newcomers would permanently change the composition of the population. They knew integration was not keeping pace. They carried on regardless.

Mahmood's reforms will pass in some diminished form, applying to almost no one already here. The dependency ratio will keep tightening. The country that has changed will not simply change back. Lowering the inflow does not undo the transformation already created.

There is no minister, in this government or the one before it, who has ever stood before the country and said plainly: this is the scale of immigration we have chosen, this is what it will do to our economy, our communities and our national identity, and this is the price we are asking you to pay. That reckoning never came. The price was simply spent, a minute at a time, until there was nothing left to ask permission for.
