His 2016 campaign he didn't pay 10 other cities.
2020- he still owes 6 cities.

He also refused to pay 37 contractors for work in his AC casinos.

2: there is no guarantee companies will fill in gaps
3: tariffs often have negative impact o economy. Tariffs are a large part of the depression. Look up Smoot-Hawley
