The transition from the SHA Provider Portal to HMIS is being presented by CS Aden Duale and the Ministry of Health as a move to improve efficiency, transparency and accountability. But let’s talk facts and follow the money:

1. 2023 – FOUNDATIONS & SYSTEM DESIGN:
An estimated KSh352M went into early modelling and design of the Integrated Healthcare Information Technology System, alongside regulatory and technical preparation for the transition from legacy NHIF systems.

2. 2024 – MAJOR INFRASTRUCTURE:
An initial development allocation of about KSh400M, while the Safaricom-led consortium was awarded the broader IHTS contract valued at KSh104.8B over 10 years.

3. 2025 – TAIFA CARE & SaaS:
Software services were valued at about KSh2.3B over 10 years, roughly KSh230M annually.

4. 2026 – MORE SPENDING:
We are still spending on operations, hardware expansion and the ongoing transition to HMIS, even as facilities migrate from the SHA Provider Portal.

Now consider what these figures could mean on the ground: KSh352M ≈ 12–18 primary-care facilities; KSh400M ≈ 13–20 facilities; KSh2.3B ≈ 77–115 facilities; and KSh104.8B ≈ 3,493–5,240 facilities.

If billions are being committed to digital health infrastructure, Kenyans have every right to ask: where is the tangible improvement in our hospitals and healthcare services? All these costs are ultimately borne by the common mwananchi,the Kenyan taxpayer.
