Ooff... Downing Street responds to Shabana Mahmood over Mike Tapp...
No10 spox:
"It is not for any individual Secretary of State to determine whether the Ministerial Code has been followed, it is a matter for the Prime Minister alone.
"Mike Tapp has been reminded of his obligations under the Ministerial Code including collective responsibility and procedures relating to the clearance and presentation of government policy.”
Mike Tapp apologises for posting a now-deleted comment - amid the row with Shabana Mahmood - in which he said in relation to ‘intimidation’ that he’s ‘seen out the Taliban and taken out terrorists’
Earlier today I wrote a poorly judged tweet referencing previous experiences in my professional life.
I realised very quickly that it could be misinterpreted and so I deleted it immediately.
I apologise wholeheartedly for any offence I may have caused.
I have a lot of respect for the Home Secretary and will continue working hard for our country.
Note - there were TWO stories involving Shabana Mahmood yesterday. Other than the Mike Tapp one - there was this - about Burnham wanting to put on ice her police merger plans

NEW: No 10 insists PM still has full faith in Mike Tapp as immigration minister
Government sources are digging their heels in and accusing him of wanting to leak more govt documents after he said he ‘has receipts’
They are adamant Tapp should be sacked, he breached principle of collective responsibility and briefed govt ideas as his own
Mike Tapp responds and effectively accuses of Shabana Mahmood of first accusing him of a breach of the ministerial code to then just stealing his ideas 🔥
Ok, morning all.
It’s gone from “he broke the ministerial code” to “he stole my idea”.
I have put my views across on a policy I’ve been working on for months (I have the receipts) in an Op Ed in the times. Give it a read, and let’s continue to discuss.
I won’t be intimidated to drop my views. Stay classy!
Oh and I’m at a wedding in San Francisco, but happy to talk more when I’m back (I promise that’s the Golden Gate Bridge hidden by the fog)
No doubt the general public would accuse both Labour and Tories now of ‘not having a single thought for the national interest’ as this latest drama plays out
It certainly feels some people have just hit the f*** it button and we’re in the period before the summer holidays where the TV on wheels gets rolled out
The Labour government has descended into chaos and infighting - with Shabana Mahmood’s junior minister openly defying her in a brazen attempt to get a place in Burnham’s cabinet
Not a single thought for the national interest https://t.co/pBF29e8K1O
Immigration Minister Mike Tapp remains in his job this morning, while it’s understood the Home Secretary has asked the PM for him to be sacked
Justice Minister Jake Richards has warned his colleagues against having these disputes in public…
Re-upping the No. 10 line from this week that the government is continuing to run as normal…
A standoff between the PM and (the Burnham-backing) Shabana Mahmood over a minister (loyal to Keir Starmer)
EXC w/ @lucyjmcdaid: Big row looming over Mike Tapp
No10 tonight tell us Mike Tapp - a Starmer outrider - is “still in his job”
Home Office believe he will be sacked for breaching collective responsibility. One government source reflecting the HO view says: “Mike Tapp is expected to be sacked for breaching the Ministerial Code.
“He has taken possible ideas that the Home Secretary and her team were working on, and briefed them as his own to try to win a job in the new administration.”
This is over a Times Op Ed where Tapp breaches collective responsibility by suggesting changes to immigration policy that are being worked on
Appointments are for the PM, not Shabana Mahmood.
So who will prevail?
7pm update
As it stands, I do not think Mike Tapp is going to be sacked by No10 right now
They think he is a minister in the relevant department talking about policy in that brief, and as I pointed out earlier the PM is the arbiter of the ministerial code.
There is some surprise that a “government source” can brief he is “expected to be sacked” when that is a matter for the PM

More intel: Rachel Reeves is being more constructive with Dan Jarvis than she was with John Healey on defence spending
There’s now hope of a small uplift to the £13.5b for the investment plan next week + a signal of the UK’s intent to raise spending further next year
A lot of speculation about who will make the cut for Andy Burnham's cabinet. We might not have to wait that long to find out - I'm told he may decide to confirm some roles beforehand, though the full cabinet won't be confirmed until he's PM

Excl: Bridget Phillipson told me this afternoon that she will be supporting Andy Burnham - and that it would be an “absolute privilege” to continue as Education Secretary
She told The Mirror: “I will be supporting Andy Burnham and I also want to thank Keir Starmer for taking us to such a phenomenal general election win and turning our party around. He's taken the decision that it's right that another leader takes our party forward and takes our party into the next general election.
“I'm absolutely confident we can win that general election, that we'll continue the radical work of change that this Labour government is driving, and I know that Andy is the right person to take us forward on that next step of the journey.”
Asked if she wants to keep her job, Ms Phillipson added: “Well, that's of course a matter for him, and it would be presumptuous of me to say anything else other than that. But I'm really proud of what we've achieved, what I've achieved as Education Secretary.
“It is a fantastic privilege and opportunity to deliver better life chances for children, and whether that's expanding free school meals, lifting children out of poverty, our new free breakfast clubs, the fact that we're recruiting and retaining more teachers.
“I believe I've got a strong record of delivery and of course it would be an absolute privilege to continue in this role.
