@igorbobic It's even weirder than that though! SNAP is already funded with a more than $5 billion remaining from an appropriation provided by Congress and signed into law in March and the year before by Trump and Biden! They are actively freezing funding available for SNAP to shut it down.

It was appropriated for this purpose, $5-6B remains available, and refusing to spend it is classic unlawful impoundment. Can't say how case turns out, but this is all very clear

@LPDonovan The apportionment files there also show that Vought & OMB are playing an active role in blocking the funds. In this case "Unallocated" is their way of restricting spending under threat of penalty under the Antideficiency Act (but also shows they know it can be spent wrt $750M...)
