@RobertSommers80 @loomdoop You're misunderstanding how money is allocated. The city budgets separately for training and salary. SF cut academy classes and hiring, so fewer cops for the same number of roles. OT salary comes from a different pot. Hiring a new PO costs more than this guy makes in OT.
