C’est la journée de l’Europe.

L’Europe est aujourd’hui une évidence qui pourtant n’allait pas de soi. Elle est un héritage arraché aux ruines, un trésor façonné par le courage de celles et ceux qui ont refusé que le nationalisme et la guerre soient notre destin.

Face aux crises, l’Europe n’a cessé de nous protéger et d’agir vite, fort et en solidarité quand l'Histoire frappe à notre porte. Dans la pandémie, dans les turbulences économiques, face à la menace russe et à la guerre en Ukraine sur le sol de notre Europe, nous résistons, toujours.

L’Europe est bien plus que les bénéfices de son grand marché unique : elle soutient notre agriculture, notre jeunesse et nos universités, notre recherche, nos territoires et nos emplois, notre diversité culturelle, nos exportations, nos frontières, notre sécurité et notre indépendance dans un monde de périls.

Bien sûr, l’Europe peut et doit encore s’améliorer. Il y a tant à faire encore.

Mais nous devons être fiers d’être Européens. Fiers de bâtir le continent le plus écologique, le plus exigeant sur le numérique, celui qui investit dans l’innovation et la technologie pour produire en Europe et sortir de nos dépendances stratégiques, celui qui défend partout les valeurs démocratiques et humanistes.

Depuis 2017, j’y consacre mon énergie, pour les Françaises et les Français, parce qu’une partie significative de notre avenir et de notre souveraineté se joue là : l’Europe respecte et renforce nos nations.

À chaque génération revient le devoir immense de faire vivre l’Europe, l’aimer, la transformer, pour qu’elle soit forte, puissante, indépendante, qu’elle nous serve tous et qu'elle protège ce que nous avons en partage : une certaine idée de l'Homme et une capacité à agir pour assurer nos choix libres et souverains.

C’est encore plus important dans un monde qui aujourd’hui vacille où notre trésor de paix, d’unité et de souveraineté européenne a une valeur inestimable.

En ce 9 mai, en Européen convaincu, déterminé et fier, je dis très simplement :

Bo to memorandum pokazuje też coś jeszcze. Że w świecie wielkiej polityki gwarancje bez realnej siły są warte tyle, co nic. USA i Wielka Brytania miały być filarem bezpieczeństwa Ukrainy. Tymczasem przez lata oglądaliśmy wahanie, kalkulacje, opóźnienia. Pomoc przychodziła za późno albo w zbyt małej skali. W polityce nie wystarczy „nie atakować”. Trzeba jeszcze skutecznie powstrzymać tego, kto atakuje.

I w tym sensie Ukraina została sama z konsekwencjami cudzych obietnic. Dlatego opowieści o „dobrym Rosjaninie”, który niby nie ma z tym nic wspólnego, brzmią dziś jak ponury żart. Państwo rosyjskie nie działa w próżni. Ta wojna nie spadła z kosmosu. To efekt systemu, który od lat jest karmiony propagandą, imperialnym resentymentem i zgodą na przemoc. Idealizowanie tego to albo skrajna naiwność, albo świadome mydlenie oczu.

I tu dochodzimy do Polski. Bo jeśli ktoś dziś próbuje relatywizować Rosję, rozmywać odpowiedzialność albo opowiadać bajki o „słowiańskiej duszy”, to działa dokładnie wbrew naszemu interesowi. Polska nie ma luksusu na takie fantazje. My jesteśmy obok. My pamiętamy, jak kończą się „gwarancje”, które nie mają pokrycia. Dlatego kierunek, w którym idzie dziś polska dyplomacja, nie jest żadną fanaberią. To jest próba odwrócenia logiki, w której wszystko stoi na głowie. Wzmocnienie pozycji w UE, twarde stanowisko wobec Rosji, nacisk na realne bezpieczeństwo, a nie papierowe deklaracje.

Bo lekcja z 1994 roku jest prosta.

Jeśli nie masz siły, ktoś w końcu sprawdzi, ile warte są podpisy pod twoim bezpieczeństwem."

🔹Financement : 216 millions d’euros (106M€ de l’État via France 2030 + 110M€ d’investisseurs japonais).

Les terres rares sont indispensables pour :

🔹Les aimants permanents des moteurs électriques (voitures, éoliennes) :
- Les batteries,
- Les turbines éoliennes,
- Les systèmes de défense et l’électronique.

Aujourd’hui, la Chine contrôle plus de 90% du raffinage mondial. Avec ce projet et d’autres (Solvay à La Rochelle, Orano, etc.), la France bâtit une filière complète et indépendante.

Grâce au plan France 2030, nous reprenons le contrôle de nos chaînes de valeur stratégiques.

JUST IN: Four ships left Chinese ports carrying sodium perchlorate and arrived at Iranian harbours after the war began. Sodium perchlorate is a white crystalline salt. When heated, it decomposes and releases oxygen. Mixed with aluminium powder and a polymer binder, it becomes solid rocket fuel. Solid rocket fuel propels ballistic missiles. Ballistic missiles close the Strait of Hormuz. The Strait of Hormuz sets the global oil price. And China, the country that shipped the chemical, is buying that oil at a discount, paying in yuan, while co-authoring a five-point peace plan to end the war the chemical is helping to sustain.

The Telegraph reported on April 3rd that the vessels Hamouna, Barzin, Shabdis, and Rayen, all sanctioned Iran-flagged ships, loaded cargo at Chinese chemical ports including Gaolan in Zhuhai and delivered it to Iran since the war began. Analysts assessed the shipments could enable production of hundreds of additional ballistic missiles. In early 2025, over a thousand tons of sodium perchlorate were shipped on similar routes. One shipment was linked to an explosion at Bandar Abbas.

Follow the molecule. Sodium perchlorate leaves a Chinese factory in Guangdong Province. It crosses the Indian Ocean on a sanctioned vessel that no Western insurer will touch. It arrives in Iran. It enters a dispersed production facility that the US Air Force has spent five weeks trying to locate and destroy. It is mixed, cast, cured, and loaded into a solid-fuel motor. That motor is fitted to a ballistic missile. That missile is aimed at a tanker, a refinery, a bridge, or a base. The tanker it hits was carrying oil through the strait that the missile was built to close. The oil that does not pass through the strait becomes scarce. The scarcity raises the physical price to $140. And China, whose factory produced the precursor, buys the scarce oil that its own chemical helped make scarce, at prices negotiated bilaterally in a currency that is not the dollar, through a strait it helped close with a chemical it shipped on a vessel it knew was sanctioned.

The circle has tracking numbers, port manifests, vessel IMO codes, and satellite timestamps. No government has denied the cargo. China says it “strictly controls dual-use exports.” The vessels are sanctioned. The chemical is a known propellant precursor. And the shipments arrived during a war in which China blocked the UN resolution to reopen the strait, co-authored a peace plan with Pakistan, supplied the rare earth magnets inside every F-35 sent to bomb the missile facilities, and published the tutorial that taught Iran to shoot down the aircraft carrying those magnets.

Supplier of the missile fuel. Supplier of the jet engine magnets. Teacher of the countermeasure. Blocker of the resolution. Author of the peace plan. Buyer of the oil. China does not have a side in this war. China has a position at every point on the circumference of a circle whose centre is the Strait of Hormuz and whose radius is measured in the distance a sodium perchlorate molecule travels from a factory in Zhuhai to a missile silo in Khuzestan.

The chemical left China. The missile closes the strait. The oil price rises. China buys the oil. The peace plan fails. The war continues. The next shipment loads. The circle turns.

But they don't portray the real war as being about who has the right to issue the world's reserve currency.

← Demand for the dollar is falling. Reserve shares are collapsing. Inflation is rising in the US.

Since last night, work has been ongoing to clear the rubble of a residential building in Kharkiv following a Russian ballistic missile strike. A whole section was destroyed, and the upper floors of a neighboring building were damaged. Unfortunately, as of now, it is known that 7 people have been killed. More than 10 people have been injured, including children. People may still be trapped under the rubble. All necessary services are working at the scene for the rescue operation.

Russia used 29 missiles, nearly half of them ballistic, and 480 drones, most of them “shaheds,” against Ukraine. They targeted energy infrastructure in Kyiv, the Khmelnytskyi and Chernivtsi regions, and the railway in the Zhytomyr region. Damage has been reported in the Dnipro, Zaporizhzhia, Vinnytsia, Odesa, Poltava, Sumy, and Cherkasy regions. Relevant services are working wherever necessary.

There must be a response from partners to these savage strikes against life. I thank everyone who will not remain silent. Russia has not abandoned its attempts to destroy Ukraine’s residential and critical infrastructure, and therefore support must continue. The PURL initiative must continue to operate just as actively.
