Anduril is committing $3.7 billion in private investment to help build the Navy’s nuclear-powered submarines.
The planned Arsenal-2 shipyard at Sparrows Point, Maryland—the former Bethlehem Steel site—will manufacture components and large sections for Virginia-class attack submarines. Initial operations are targeted for 2030, with roughly 3,100 permanent jobs projected.
These are crewed submarines used to hunt enemy ships and submarines, gather intelligence and launch conventional cruise missiles. Anduril will supply parts and assemblies; Electric Boat and Newport News Shipbuilding will continue assembling the finished boats.
The starting point explains the opportunity: torpedo tubes, reportedly among the components delaying submarines already under construction. One missing part can hold up an enormously expensive vessel.
Submarines are built in sections. Making more of those sections elsewhere allows work to happen in parallel and can free space and skilled workers at the final-assembly yards. The Navy already uses outside suppliers this way. Anduril is proposing a substantial addition to that network.
Alongside its private investment, Anduril reports a Navy contract worth up to $2.9 billion, with payments tied to production results. The $6.6 billion headline combines those figures—it does not represent an upfront government payment. The detailed award record and amount currently obligated still need direct verification.
Maryland and Baltimore County also propose incentives, with new appropriations requiring legislative approval, including support for workforce training.
Before Sparrows Point opens, a smaller Orange County facility will develop manufacturing methods, quality controls and the early workforce.
That preparation matters. Submarine parts require qualified processes, trained workers and rigorous inspection. Faster fabrication only helps if the parts pass inspection and arrive when the shipbuilders need them.
For Anduril, this expands its manufacturing business into a major, established Navy program. For defense-tech companies, it demonstrates another route into those programs: supplying industrial capacity the existing builders need.
The first milestones to watch are accepted components delivered on schedule and more assembly work handled outside the overloaded yards. Success means those additions help get submarines to the fleet sooner.

Yesterday, CHPE delivered zero.
It wasn't an outage. NYISO listed the line as available at its full 1,250 MW for all 24 hours, and Hydro-Québec scheduled nothing across it. The last time that happened was July 28. The drop came fast: CHPE carried 15–20 GWh a day from Sept 28 to Oct 1, then 7.6 GWh on Oct 2, about 3 GWh on Oct 3 and 4, and nothing on Oct 5.
Is that allowed? Yes. Hydro-Québec's contract with NYSERDA has no daily or hourly delivery requirement. According to the PSC order approving it:
The only floor is seasonal. Hydro-Québec has to deliver 40% of its promised annual amount in each six-month period.
That floor isn't enforced yet. It's measured over three seasons and doesn't start counting until the third, so the first real test is around summer 2027.
Outages shrink it. It's reduced whenever the line is down, and for curtailment and force majeure.
Hydro-Québec is paid only for what arrives. A zero day costs ratepayers nothing, and also delivers nothing.
The promise was much bigger than the floor. Hydro-Québec bid 10.4 TWh a year. When the PSC approved the contract, it said that number showed the "objective to fill the CHPE line to maximum capacity for 95% of the year." Since June 1, CHPE has delivered 0.68 TWh, about 19% of that pace.
Over the entire day: New York used 378 GWh. Gas supplied 36%, nuclear 20%, hydro 18%, solar 9%, wind 9% and imports 8%. Demand peaked at 18.0 GW at noon, and NYC's highest-priced hour hit $97/MWh.
