Syria is a key component of the Middle East Rubik's Cube and is assisting the region in finding an algorithm to lower the temperatures in its neighborhood.
Pleased to meet with Syrian Foreign Minister al-Shaibani today to discuss our shared priorities in addressing regional threats. History rarely offers a region the chance to rearrange its own pieces; it is offering one now.
Syria’s free-market shift is only one dimension of a much deeper economic transformation. The real test is whether we can build a policy framework that reconciles domestic realities and resistance to change with productive capacity, investment and international standards.
Reviving Syria’s industrial sector is crucial, but the deeper significance of the transformation lies in the policymaking architecture behind it.
We are attempting to move from a highly consolidated system towards a broader, more dynamic and investor-friendly economy. How we balance reform, domestic priorities and international standards will ultimately define the Syrian economic model now being built.
The more meaningful debate is whether the overall policy framework can deliver a competitive, productive and sustainable economy while navigating the realities of a difficult transition. A great deal more is at stake than whether Syria is simply embracing a free-market model.

Just concluded a remarkable three-day working visit to New York City, where we held productive and substantive discussions with our U.S. counterparts and partners.
Proud to witness the Syrian–U.S. partnership taking a sustainable and constructive path forward, built on mutual interests, practical cooperation, and a shared commitment to delivering meaningful outcomes.
Much work lies ahead, but the direction is clear and the momentum is encouraging.
President Trump opened the door to Syria’s recovery. Restoring financial connectivity is how we help turn that opportunity into lasting prosperity.
Pleased to join the Treasury banking roundtable with Syrian financial leaders and U.S. banks and payment providers. Combating illicit finance, advancing credible reforms, and rebuilding confidence are essential to responsibly reconnecting Syria to the global financial system.
Another foundation stone in @POTUS’s bold vision to give Syria a chance.
On 10/1, Treasury Assistant Secretary Jonathan Burke, in partnership with the Syrian Finance Minister and Central Bank Governor, led a banking sector roundtable to discuss next steps on Syria’s integration into the global financial system. Following President Trump’s historic decision to lift sanctions on Syria, this event provided an opportunity for the Syrian government to outline its progress on financial sector reform and strengthen its framework to counter illicit finance.

I was pleased to participate yesterday in the Banking Roundtable in New York, organised by the U.S. Department of the Treasury at its invitation. The meeting focused on strengthening cooperation between the U.S. Department of the Treasury, the Syrian Ministry of Finance, and the Central Bank of Syria across areas of mutual interest. The main purpose is to support Syria’s financial sector reforms and its reconnection to the global financial system.
We held frank and open discussions on a broad range of issues concerning Syria’s financial sector, following a review of the gap assessment conducted by Oliver Wyman with the support of the U.S. Department of the Treasury and the Qatar Fund for Development.
The participation of major U.S. and international banks and financial institutions provided an important opportunity to highlight the progress Syria has made in its efforts to reconnect with the global financial system, as well as the reforms being undertaken to support this process. We were also pleased to have Ambassador Tom Barrack contribute to the roundtable through a statement, alongside the participation of Syria’s Ambassador to the United Nations in New York, Ibrahim Olabi, and the Syrian Chargé d’Affaires in Washington, Mohammed Qanatri, who contributed to the discussions.
From the Ministry of Finance view, we highlighted our core strategic pillars and welcomed its growing cooperation with the U.S. Department of the Treasury, stressing the importance of sustained coordination and engagement. We also presented our vision across several key areas, particularly the reform of public financial management, state-owned banks, capital and insurance markets reforms, strengthening financial integrity, and advancing AML/CFT standards within MoF mandate.
I would like to extend my appreciation to our colleagues at the Central Bank of Syria for their efforts and recognise the considerable work they are undertaking as part of this reform process. The Central Bank presented its vision and strategy across several key areas and highlighted the progress achieved so far on its reform journey.
I take this opportunity to express our sincere appreciation to the U.S. Department of the Treasury for its continued support and cooperation, and to reaffirm our commitment to building a strong and sustainable partnership. In light of that, we extended an open invitation to all participants to visit Damascus, with the hope of holding the next Banking Roundtable there.
We are committed to build a healthy, efficient, and transparent financial system. Through effective reforms and with the backing of our partners, we can make our journey a success.
