Hope Springs Eternal. Reality, Still Hasn't Arrived

The Bangalore Turf Club finds itself trapped between optimism and reality, with negotiations over its future offering plenty of encouraging whispers but little tangible progress. While the recent meeting with Chief Minister D K Shivakumar has rekindled hopes of a breakthrough, critical differences remain unresolved. The relocation to Kunigal, lease terms, and the crucial off-course betting licence continue to hang in the balance, leaving hope to do most of the heavy lifting.

If there is one commodity the Bangalore Turf Club has in abundant supply these days, it is hope. Progress, however, continues to remain a rather elusive guest.

The situation has now reached that curious stage where the solution appears remarkably simple on paper, yet almost impossible to execute. The Special General Meeting of the club approved shifting the race course to Kunigal Stud Farm, but with enough riders attached to make even the most patient negotiator sigh. The club sought three years to relocate instead of the government's insistence on two, demanded that the lease rent for the four acres to be retained at the present premises be fixed at a princely 0.10 per cent to 0.25 percent of the guidance value instead of 2.5 per cent, and expected a waiver of arrears as well.

The BTC delegation met Chief Minister D K Shivakumar on Thursday. Those who emerged from the meeting appeared convinced that the clouds had parted, the sun had come out, and everything, including the much-awaited off-course betting licence, would soon be restored. That licence, incidentally, is not merely another permission. It is the club's financial oxygen supply, denied by the government all this while, resulting in enormous losses.

Yet, despite all the optimism floating around, there has been no official communication from the club. The only message that found its way to members was a WhatsApp announcement informing them that the club bar was once again functional and members were welcome to enjoy it. At a time when the institution itself is fighting for survival, reassuring members that refreshments are available was perhaps an interesting exercise in identifying priorities.

Ground reality appears considerably less celebratory. It is reliably learnt that the government is unlikely to accept the club's demand on lease rent. Under the existing formula of 2.5 per cent of the guidance value, the annual lease works out to around Rs 19 crore. Some reduction may be considered, perhaps even halving the amount, but the government's position is that generosity has its limits. Equally firm is its insistence that the race course be shifted within two years, not three.

The government is reportedly willing to lease four acres for club activities for nine or ten years. Beyond that, the concession counter appears to have closed for the day. The arrears too have to be paid without any discount.

Inside the club, however, there is an air of triumph, with the mandarins believing they have achieved a breakthrough. Meetings were held with former chairmen, followed by a Managing Committee meeting on Friday to deliberate on the government's terms.
That is where the plot thickens.

Should the Managing Committee agree to terms that differ substantially from the resolutions passed at the Special General Meeting, another EGM may become inevitable to ratify the revised proposals. If history is any guide, the familiar script will promptly unfold once again. Proxy hunters will emerge from hibernation, telephone lines will become unusually busy, camps will be formed, and another battle over resolutions will begin. The race to Kunigal, ironically, may first have to negotiate yet another race inside the clubhouse.

So, where does everything stand today?

Precisely where it stood yesterday, except with slightly greater optimism and a few more meetings scheduled.

The off-course betting licence remains absent. The relocation remains unresolved. The government's conditions remain largely unchanged. The club's resolutions remain at variance with those conditions.

For the moment, hope continues to lead by several lengths. Whether reality can catch up before the winning post remains the biggest race of them all.

அந்த தற்குறிகளுக்கு கீழே இருக்கும் பரிமேலழகர் உரையை பிழையில்லாமல் படிக்க கூட வராது. சொல்லப்போனால், "இது தமிழா" என்று கேட்டாலும் ஆச்சரியப்பட இல்லை

பலரும் "நேர்மை" என்ற சொல்லின் அர்த்தம் என்ன என்று தெரியாமல் @annamalai_k ஒரு 'நேர்மையான' காவல் அதிகாரி என்று சொல்கின்றனர்.

ஒருவன் நேர்மையாக இருப்பானேயானால் எதற்கு தான் படித்த படிப்பை பற்றி பொய் சொல்ல வேண்டும் என்கிற கேள்வி எழுகிறது.

இப்படி படிப்பை பற்றியே பொய் சொல்பவன் எப்படி மற்ற விஷயங்களில் உண்மையாக இருப்பான் என்கிற கேள்வி ஒருவர்க்கு எழவில்லை என்றால் அவர்தான் "கல்ட் கும்பல்" என்பதை தெரிந்து கொள்ளலாம்.

3 பொய்கள் தன் மேல் படிப்பை பற்றி @annamalai_k பல சந்தர்ப்பங்களில் சொல்லிக் கொண்டு தன்னை ஏதோ "4 கொம்புடையவன்" என்று காட்டிக்கொள்ள சொல்கிறார். இது குறித்த அவர் பேசிய காணொளிகளை முந்தைய பதிவுகளில் பார்த்துக் கொள்க!

பொய் 1: தான் MBA படித்ததாகச் சொல்வது
பொய் 2: தான் MBA படித்த போது அதோடு சேர்ந்து UPSC தேர்வும் ஒரே நாளில் எழுதியது என்று சொல்வது
பொய் 3: தனக்காக IIM Lucknow ப்ரத்யேகமாக தனி கேள்வித்தாள் தயாரித்து இரவு MBA தேர்வு எழுத அனுமதித்ததாக பொய் சொல்வது.

இவற்றை ஏற்கனவே நான் பொய் என்று நிரூபித்திருந்தாலும் இன்று, நான் நேரடியாக IIM Lucknow சென்று நான்கு கேள்விகளுக்கு விடை பெற்றேன்!

கேள்வி 1: 2010ல் IIM Lucknow-வில் MBA பட்டப்படிப்பு இருந்ததா?
கேள்வி 2: @annamalai_k படித்த படிப்பு MBA-வா?
கேள்வி 3: 2010ல் IIM Lucknow-வில் இறுதித் தேர்வுகள் எந்த மாதத்தில் நடைபெற்றன?
கேள்வி 4: IIM Lucknow-வில் படிக்கும் ஒரு மாணவன் எந்த நிலையில் தனக்கு தனியாக தேர்வு வைக்க வேண்டும் என்று கேட்கலாம்?! இதனை குறித்த கல்வி நிறுவனத்தின் கொள்கை (Institute's policy) என்ன?

முதலில் IIM Lucknow உள்ளேயே அனுமதிக்க முடியாது என்று வாயிலில் இருந்த செக்யூரிடி தடுத்தார்.

எதற்கு கேட்கிறீர்கள் என்றார்கள். நான் உண்மையைச் சொன்னேன்.

தடுத்தவர்கள் உண்மையின் பலத்தில் கதவுகளை திறக்க நேரிட்டது. எப்பொழுதும் போல, பெருமானின் சித்தம் என்னை உள்ளே அனுமதித்தது.

முதலில் 5 நிமிடங்கள் மட்டுமே கொடுக்க முடியும் என்றவர்கள் என்னுடன் பேசத் துவங்கியதும் 2 மணி நேரம் பேசினார்கள்.

நான் சந்தித்த PGP Department அலுவலர்கள் மாணவரின் (அண்ணாமலையின்) எந்த தனிப்பட்ட விஷயமும் நான் கேட்க வரவில்லை என்று சொல்லி என்னுடைய 4-கேள்விகளைச் சொன்னேன்.

அவர்கள் சொன்ன பதில்:
பதில் 1: 2010ல் IIM Lucknow-வில் MBA படிப்பே இல்லை. அப்பொழுது இருந்தது PGDM மட்டுமே. பிறகு IIM குறித்த சட்டம் இயற்றிய பிறகுதான் MBA அனுமதிக்கப்பட்டது.

பதில் 2: PGDM என்கிற படிப்பை சர்வதேசத்தில் அங்கீகரிக்கவில்லை. ஒருவர் தான் MBA 2010ல் படித்தேன் என்று சொன்னால் அது முழுவதும் பொய். அவர் படித்தது PGDM. அது MBA-விற்கு சமமானது இல்லை.

பதில் 3: 2010ல் மட்டுமல்ல, எப்பொழுதுமே IIM Lucknow-வில் இறுதித்தேர்வுகள் Feb/Mar மாதங்களில்தான் நடைபெறும்.

என் முந்தைய பதிவை படித்தவர்கள், 2010ல் UPSC தேர்வு, Oct/Nov-ல் நடந்தது என்பதை அறிவர்.

பதில் 4: நிர்வாகத்தில் எந்த ஒரு மாணவனுக்கும் அப்படிப்பட்ட சிறப்பு சலுகை கொடுக்க இடமில்லை. அப்படி ஒருவர் மற்றொரு தேர்வு எழுத வேண்டும் என்றால், "அப்ப அதையே படியுங்கள்" என்று சொல்லுவோமே தவிர சிறப்பான சலுகை கொடுக்க மாட்டோம்.

சிறப்பு சலுகை என்பது மருத்துவ காரணங்கள் அல்லது, தவிர்க்க முடியாத மரணங்கள் ஏற்பட்டாலே ஒழிய மாணவர்களுக்கு கொடுப்பதில்லை. அப்பொழுதும் கூட, அவரை அடுத்த முறை retest எழுத அனுமதிப்போமே ஒழிய, தனியாக மற்றொரு தேர்வுத்தாளை தயாரித்து அவரை இரவு நேரத்தில் தேர்வு எழுத அனுமதிக்க மாட்டோம். எல்லா மாணவர்களும் ஒரே நேரத்தில்தான் தேர்வை எதிர்கொள்ள வேண்டும்.

முன்பு சொன்னது போல, 5 நிமிடம் கொடுத்தவர்கள் 2 மணி நேரம் பேசினார்கள். நான் யார், என்ன செய்கிறேன் என்று கேட்டு தெரிந்து கொண்டனர். இணையதளத்தில் என்னுடைய பெயரை தேடி, நான் சிறைப்பட்டதையும் என் மீது அவதூறு வழக்கை ஒருவர் தொடுத்ததையும் தெரிந்து கொண்டார்கள்.

என்ன விஷயம் என்று கேட்டார்கள். மயிலை கபாலி கோவில், ஹோசூர் சோளீஸ்வரர் கோவில், மானம்பாடி நாகநாத ஸ்வாமி கோவில், ஸ்ரீரங்கம் ரங்கநாதர் கோவில் போன்ற விஷயங்களை ஆர்வமுடன் தெரிந்து கொண்டார்கள்!

இதை நீங்கள் செய்கிறீர்கள்! ஆனால் உங்களுக்கு கிடைத்தது சிறைவாசம்! எதற்கு செய்கிறீர்கள் என்று கேட்டார்கள். நான் விளக்கினேன்.

என்னை அனுப்ப மனமில்லாமல் அனுப்பினர். எப்பொழுது Lucknow வந்தாலும் IIM Lucknow Guest House எனக்காக திறந்திருக்கும் என்று சொன்னார்கள்!

நான் special lecture கொடுக்க முடியுமா என்று கேட்டனர். நிச்சயம் கொடுக்கிறேன் என்று சொல்லி விடை பெற்று வந்தேன்.

ஒரு சாதாரண குடும்பத்தில் பிறந்ததாகச் சொல்லும் @annamalai_k-க்கு IIM Lucknow போன்ற கல்வி நிறுவனங்கள் தேர்வு எழுத எப்படி சிறப்பு சலுகை கொடுக்க முடியும் என்ற அடிப்படை கேள்விக்கு பதில் தேடினால் கிடைக்கும்.

ஒரு வேளை அவர் சொல்வது உண்மையாக இருக்கும் என்று வைத்துக் கொண்டால், சில புதிய கேள்விகள் முளைக்கின்றன?!

புதிய கேள்வி 1: வெகு நாட்களுக்கு முன்னதாகவே @BJP4India அண்ணாமலையை முன்னிறுத்த முடிவு செய்ததா?

புதிய கேள்வி 2: அப்படி முன்னிறுத்திய பா.ஜ.க. இன்று படுமோசமாக அண்ணாமலையால் முதுகில் குத்தப்பட்டார்களா?

புதிய கேள்வி 3: அவர் சொன்னது பொய் என்றால், இந்த அல்ப விஷயத்திற்கு பொய் சொல்பவன் எப்படி நேர்மையானவனாக இருக்க இயலும்?! தான் படித்தது PGDM என்று சொன்னால், அவருடைய ஆதரவாளர்கள் குறைத்து எடைபோடுவார்களா என்ன? அப்படி இருக்க தன்னை நம்பிவரும் பலரை ஏன் இப்படி ஒரு அல்ப பொய்யைச் சொல்லி ஏமாற்றுகிறார்?!

இன்னும் பல கேள்விகள் எழலாம். 6-ஆம் அறிவுள்ளவர்கள் எல்லா அரசியல்வாதியும் ஒரே குட்டையில் ஊறிய மட்டைகள் என்பதை தெரிந்து தெளிவார்கள்!

மற்றவர்கள் தங்கள் மத அடையாளங்களை வீட்டில் பூட்டி வைத்து திராவிடம் பிளஸ் நடத்த கல்ட் கும்பலாக கனவு கண்டு திரிவார்கள்!!

Indian Horse Racing Needs a Reset Before It's Too Late

Indian horse racing stands at a defining moment. Financial pressures and government regulations have exposed its vulnerabilities, but the gravest threat lies within. Weak governance, conflicts of interest, shrinking public visibility and race clubs drifting away from their core purpose have steadily eroded the sport's credibility. Unless administrators embrace transparency, professionalism and a renewed commitment to racing over prestige, the sport risks fading into irrelevance while its clubhouses continue to flourish.

Indian horse racing's greatest threat is not falling revenues, changing gambling laws or government regulations.

It is itself.

The sport is being weakened not by forces outside the racecourse, but by the way it is governed and by a growing loss of purpose.

Stewards are the judges of racing. Their decisions determine the sport's credibility. While the Rules of Racing may not expressly prohibit them from betting, the issue is moral, not legal. A steward who bets or seeks tips from professional punters cannot command the confidence that the office demands. Justice must not only be done, it must be seen to be done.

No judge socialises with litigants. Racing should be no different.

The Karnataka Government barred racehorse owners from becoming stewards because ownership influenced decisions. Today, some clubs have people whose principal interest is betting occupying influential positions, while elsewhere large owners sit as stewards, creating another kind of conflict. Whether the conflict arises from punting or ownership, public confidence suffers.

Unlike the world's leading racing jurisdictions, India continues to rely largely on elected honorary stewards who can override the recommendations of professional Stipendiary Stewards. The inevitable perception is that influential owners, trainers and professionals are judged by different standards.

Nothing destroys faith in a sport faster than the belief that the rules are not applied equally.

Governance, however, is only half the problem.

The other is visibility.

For decades, racing administrators treated the media as an inconvenience instead of an ally. Constructive criticism was viewed as hostility, transparency became selective and uncomfortable questions were discouraged instead of answered.

The consequences were predictable.

Unlike cricket, newspapers covered racing not because it generated advertising revenue but because editors believed it deserved space. That goodwill was priceless.

It was squandered.

As newspapers shrank and digital media transformed journalism, racing made almost no effort to reinvent itself or cultivate new audiences. Coverage that once occupied entire pages has been reduced to briefs.

Sports rarely disappear because people stop loving them.

They disappear because people stop seeing them.

There is another danger, quieter but perhaps even more serious.

Several race clubs are slowly transforming themselves into elite lifestyle institutions where the clubhouse threatens to become more important than the racecourse. Grand redevelopment projects, luxury facilities and memberships costing extraordinary sums may strengthen finances, but they also change the character of these institutions.

The more a club depends on its clubhouse than on racing, the greater the risk that it attracts members who value exclusivity over the sport itself. They come for fine dining, social prestige and business networking, not because they care whether horses run.

That is how a race club quietly becomes a club with a racecourse attached.

When racing declines, there is little urgency to revive it because the clubhouse remains full and the revenue continues to flow. We have already seen that a race club can continue to function even after racing comes to a standstill, with remarkably little agitation from its membership. Nothing illustrates the growing disconnect more starkly.

A race club exists because of racing. The clubhouse is meant to support the sport, not replace it.

Indian racing does not need cosmetic reforms.

It needs a complete reset.

Stewardship must become professional, independent and free from conflicts of interest. The integrity of race-day decisions must be beyond question. Administrators must welcome scrutiny instead of fearing it and rebuild their relationship with the media, recognising that criticism is often an act of concern, not hostility.

Above all, race clubs must rediscover why they exist.

Not to run magnificent clubhouses.

Not to collect astronomical membership fees.

Not to become exclusive social institutions.

They exist to nurture, promote and protect horse racing.

Indian racing has survived for more than two centuries because generations before us placed the sport above themselves.

The present generation faces the same choice.

If racing remains the heartbeat of every decision, the sport will recover.

If the clubhouse becomes more important than the racecourse, Indian horse racing will not collapse overnight.

It will simply fade away while the lights in the clubhouse continue to shine. That would be the greatest tragedy of all.
