- Since the ceasefire between Lebanon and Israel was announced on 17 April 2026, Israeli attacks and violations have continued to prevent displaced civilians from safely returning home.
- The Israeli Occupation Army is increasingly using open-ended evacuation orders as a tool to engineer the forcible displacement of civilians from South Lebanon.
- Although the Israeli Army claims its operations are confined to a self-declared "Yellow Line" in South Lebanon, it issued 18 evacuation orders between 24 April and 11 May affecting 80 villages and towns outside that zone, both south and north of the Litani River, according to Public Works Studio and Legal Agenda documentation.
- These warnings are often vague and unclear, ordering the residents of entire towns to move "1000 meters away" toward undefined “open areas, "without identifying safe zones or evacuation routes, leaving civilians unable to determine where the alleged “safe areas" begin and where they end.
- Many of these towns also host civilians displaced from other areas that are subject to evacuation orders, forcing the population into a cycle of repeated displacement or to remain in threatened areas out of exhaustion from displacement.
- The Israeli army also does not announce when evacuation orders end, when civilians may return, or whether areas have become safe again, turning what should be temporary evacuations under international humanitarian law into indefinite forcible displacement.
Some towns placed under warning are barely attacked, or not attacked at all, while others are bombed without prior warning, reinforcing the perception that no place in South Lebanon is truly safe.
- Under international humanitarian law, evacuations are lawful only when temporarily required by imperative military necessity. Preventing civilians from returning home indefinitely transforms the "warning" from an alleged protective measure into a mechanism for committing the war crime of forcible displacement.
These warnings increasingly appear to be less about civilian protection than about engineering displacement and preventing return, even when deceptively issued under the slogan: "For your safety".
False Israeli claims about the presence of weapons in a school in South Lebanon
On 16 April 2026, the Israeli army spokesperson published an image claiming it was from a “school in South Lebanon" showing a number of weapons, most of which appear to be hunting rifles. She claimed that more than 130 weapons belonging to Hezbollah were found inside the school, only hours after a video circulated documenting the Israeli army’s demolition of the Public Secondary School in Marwahin in South Lebanon.
- However, a Lebanese judicial source confirmed to The Legal Agenda that this image does not originate from a school, but from a courtroom in the Bint Jbeil courthouse, and that the weapons shown are judicially seized items held in official custody, a fact also confirmed by lawyers who regularly attend the court.
- The source further clarified that the weapons bear labels indicating the names of defendants and case numbers, which are visible in the image alongside the courtroom seating.
- An initial review of the video documenting the school’s destruction shows no military activity in its vicinity. The nature of the explosion further indicates a controlled demolition using planted explosives, suggesting prior control of the site by Israeli forces and undermining any claim of military necessity.
- These elements refute the claim that the school was being used for military purposes and reveal an attempt to justify the targeting of an educational civilian facility through misleading information.
- Given its nature and function, the destruction of a school raises serious concerns of violations of the principle of distinction between military objectives and civilian objects, particularly in the absence of any evidence of its use in hostilities, and in the absence of any demonstrated military necessity.
- The demolition of Marwahin Public Secondary School constitutes a grave violation of international humanitarian law and indicates the perpetration of a war crime.

Some Syrian friends in Beirut already on road to Damascus. No one ever wants to be a refugee, live in a foreign land, close or far but no one wants to live under murderous regime, risk prison or death. Friends in Damascus reporting celebrations on streets. It's 5.30 am there.
That thing that binds indigenous people to their land. Makes 100s of thousands of Lebanese make their way back to their destroyed villages in the the South from the early hours of this morning. That makes Palestinians stay in northern Gaza despite the slaughter. The alien settlers from Poland, Belarus, Brooklyn will never get it.
The panic now- if only you could see the fear, the panic, the traffic, the ambulances, the planes, the flares, the strikes, the sounds, the smells, the drones… Beirut.
