Until they have the means to build them use solar as a buffer. Still goes for developed countries that need infrastructure updates

PV can be added to roofs too, it's not like you're paving old growth forests for a kilowatt. Why not both? There's land available where solar is underutilized. I like both.

Usually large scale solar panel installations are done on nonproductive land; if done on productive agricultural land it does not necessarily make it nonproductive; and it does not necessarily destroy the ecosystem under them if considered nonproductive
