„ … shares the conclusion in the draft statutory opinion that Kosovo has reached the minimum standard required for membership of the Council of Europe also in the field of legal affairs and human rights, though reform must be continued …

considers that Kosovo is a ‘European State’ for the purposes of Article 4 of the Statute of the Council of Europe and the criteria of statehood under international law …

5. The committee therefore supports the draft statutory opinion’s conclusion favouring Kosovo’s accession to the Council of Europe …“
