If one digs deep into the history of congress, it has always favoured “shaukar” interests. This is why peasants, small and marginal farmers and big farmers shunned congress during the independence struggle. Even during those days it was a party of the elite, for the elite.

They raked up passions of lay Indians as a reaction to draconian and narrow minded policies implemented by the British, often in response to acts of our intrepid revolutionaries. Congress was never really pro-farmer, pro-tribal or pro-scheduled caste throughout its history. I would even go to the extent of saying that it never truly championed muslim and other minorities’ interests as well but I leave that to @nvd01 anna to elucidate. Take for instance how farmers organised in Telangana and Rayalaseema, it was Raavi Narayan Reddy and T. Nagi Reddy who championed the cause of farmers.
