Am avut astăzi, la Constanța, o lungă şedinţă de lucru pentru a analiza incidentul provocat de dronele marine care au explodat în Portul Constanța și în largul Mării Negre și pentru a evalua măsurile necesare astfel încât litoralul românesc să nu fie în pericol.

Securitatea acestei zone mă preocupă în cel mai înalt grad şi ştiu că oamenii îşi pun în mod legitim întrebarea cât de sigur este să vină la Marea Neagră.

În cursul acestei veri, Ministerul Apărării, Ministerul de Interne, Poliția de Frontieră vor suplimenta echipajele care fac misiuni de recunoaștere a eventualelor pericole, ţara noastră va avea în curând şi noi echipamente, iar la nivel NATO, la solicitarea României, va exista, pe 10 iunie, o sesiune dedicată Mării Negre.

De altfel, acum se dovedeşte că preocuparea din ultimii ani ai statului român de a aduce în prim plan securitatea la Marea Neagră a fost corectă.

Ancheta completă privind incidentul din Portul Constanța va fi gata în câteva zile, însă până atunci avem o serie de elemente clare despre ceea ce s-a întâmplat. Este cert că vorbim despre o dronă ucraineană încărcată cu explozibil, parte dintr-un set de patru drone care au pierdut controlul. In urma contactelor diplomatice recente, există un dialog constant cu Ucraina și era deja prevăzută o formă de protocol care să cuprindă inclusiv tipul acesta de evenimente.

Responsabilitatea pentru orice fel de evenimente de acest gen îi aparţine Rusiei, care este ţara agresoare, iar Ucraina este țara agresată şi se apără.

Pentru situaţii precum cea din Portul Constanţa există protocoale care prevăd o serie de operaţiuni specifice fiecărei instituţii şi ţin să precizez că protocoalele au fost respectate.

Suntem însă în postura în care trebuie să ne adaptăm la tehnologia nouă care a fost dezvoltată în contextul acestui război. România se află într-un proces de înzestrare, inclusiv pe partea navală şi chiar luna viitoare vom primi o serie de echipamente, iar forțele navale române participă la exerciții NATO dedicate acestor tipuri de amenințări.

Teoria că dronele care au pierdut controlul ar fi urmărit un vas din flota fantomă a Rusiei nu se verifică, vorbim despre un vas care nu este definit de Uniunea Europeană sau de Statele Unite în lista de sancțiuni şi care a mai făcut de câteva ori acelaşi traseu comercial.

Today, the Russians again struck the special territory around the Chornobyl Nuclear Power Plant. A “shahed” hit one of the buildings of the Centralized Spent Fuel Storage Facility. An extremely critical infrastructure facility – and an extremely vile Russian strike. The Ministry of Foreign Affairs of Ukraine, the Ministry of Energy, and all our services are already working to ensure that each of our partners knows what has happened.

Russia deliberately struck this particular nuclear infrastructure facility. As of now, there are no readings exceeding normal background radiation levels. But there is certainly an increase in Russia’s brazenness, which long ago went off the charts. Ukrainian first responders extinguished the fire at this facility after the strike. And real new steps by the world are needed so that the Russians feel that this terrorist war of theirs is a blow to Russia itself.

Last night, there were also Russian strikes on other civilian facilities in 13 of our regions. In total, over the course of this past week, Russia launched 88 missiles, more than 3,250 attack drones, and around 1,800 guided aerial bombs against Ukraine. Pressure on Russia must be increased. Today I am in Britain. We will have our bilateral talks with Keir and a meeting in the E3 plus Ukraine format: President of France Emmanuel Macron, Chancellor of Germany Friedrich Merz, and Prime Minister of the United Kingdom Keir Starmer. Our teams have already done substantive work to prepare all the meetings. Now it is important to discuss everything and agree on the key things at the leaders’ level.

The main focus is our defense in the war, greater cooperation for the security of all of Europe in the area of air defense, and our shared view of diplomatic prospects – Europe must be part of the negotiations and must be strong. A meeting with His Majesty King Charles III is also scheduled for tomorrow.

I thank the United Kingdom and all our partners who, through real steps, are helping us strengthen the protection of life and increase pressure on Russia for its aggression. Russia must end its war.

Following the incident involving a sea drone found near the Greek island of Lefkada, the Ukrainian side expresses its gratitude to Greece and the Greek people for their steadfast support of our country since the very first days of Russia's full-scale invasion. Ukraine highly values its friendly relations with Greece.

As current challenges to international and regional security, particularly maritime security and the activities of Russia’s "shadow fleet” constitute shared concern of both Greece and Ukraine, Ukraine emphasises its commitment to the norms of international law and the principles of civilian maritime safety, noting its interest in preventing similar occurrences in the future.

In this respect, the Ukrainian side expresses its apologies for the incident stressing that it was the result of circumstances brought about by the ongoing Russian aggression against Ukraine.

The Ukrainian side is convinced that this incident, much like similar occurrences in other regions, demonstrates that Russia's ongoing aggression against Ukraine poses a threat not only to our country but also to neighboring friendly states, Europe, and the world at large.
