The reason is simple—the IPL contract. Any Indian player who hasn't retired from international cricket or the IPL is not allowed to play in overseas franchise leagues. This rule has been in place since the IPL began. It also helps protect India's domestic cricket structure by giving opportunities to new domestic players. If all Indian players were allowed to play in overseas leagues, the value and importance of Indian domestic cricket would gradually decline.
