@Samanth98143855 @BlizzardCSEU_EN No, they aren't. Capacity issue on a cloud environment is solved either by throttling, this delivering slower service to all users, or by increasing capacity. Companies who care increase the capacity if this is on-going issue. Blizzard throttles.
