Cloud makes you flexible with your decisions, because you can easily increase VM which was not possible with on-prem. First, you migrate based on your assumptions and calcs. Test the system and see if you need to increase

First of all, you need to identify peak hours in your system, then generate AWR report for this time period.
It is always better to take short-range while generating it, otherwise, AWR shows average numbers and a big period can be misleading.
