Cloud makes you flexible with your decisions, because you can easily increase VM which was not possible with on-prem. First, you migrate based on your assumptions and calcs. Test the system and see if you need to increase

@raul_alvarenga_ Identify Reads/s, Writes/s from there, memory usage, CPU usage and choose the VM size according to it (better to multiply numbers 2x to have free room) After this you can attach disks with specific throughput. Please note that not only disks, but VM also has a limitation

First of all, you need to identify peak hours in your system, then generate AWR report for this time period.
It is always better to take short-range while generating it, otherwise, AWR shows average numbers and a big period can be misleading.
