For everyone else: Their answer was that unless you store the bins/lids stacked with other bins/lids for months the problem shouldn't reoccur.
@thinktankSK Indeed: when the people for the change kept noting the increased risk of dying at the intersection and the people against kept noting the trouble they'll have driving to the bakery, it shouldn't be a surprise that council put human lives above doughnuts.

Also, helmets actually encourage drivers to pass more dangerously. So they arguably make you less safe on the road.

I've had each of these happen in the past.

I've cycled at night on a dirt path without lights (just moonlight) without problem.
Personally, I don't ride without lights on the road. But you shouldn't shame the cyclist because drivers can't be arsed to pay attention.
