@MatthewStadlen @JonathanPieNews 1/2. I think the root cause of the "issue" here is that there is no consistent definition of "primary residence" here across tax law across things like stamp duty, council tax and capital gains tax.

And so Rayner can play by the rules and legally minimise their tax liability.
