I could count on 1 hand the benefits so far unlocked by having a metro mayor in Manchester to those in the north … which is pretty much equated by the impediments created.

Sir Mel Stride, the shadow chancellor, will announce proposals for a ‘first-job bonus’ that would divert national insurance payments into a long-term savings account. For a working couple the bonus would be worth £10,000
