For starters: the word "requirement" means that something is required. A user story (from XP) describes a problem someone would like to get a solution for. The solution might not even be software. There is nothing in a user story that says "required"

Without dialog people build useless things believing that building something is expected from them. It's not.

I've worked with a team in an insurance company where a small group (less than 12) ran a car insurance business with the help (!) of insurance subject matter experts. It basically worked the other around. Business was supporting the developers and the developers were running the whole thing for everybody's benefit.
