They feel sorry for the rider and even with damage know they probably have no insurance anyway. They obviously excluded a significant number who leave the scene asap

Farringdon Street by the Italian Embassy, London. It’s a 2-way cycle lane bus stop bypass. Cyclists are seen not stopping for pedestrians at zebra crossing & riding over it while pedestrians are crossing. When some did stop, 1 carried on past 2 pedestrians on the zebra crossing.
