It would behoove everyone to learn dog body language, even if you don't have dogs. They are part of human society and if you don't understand their language tragedies happen for dogs and humans alike. If you can, go even deeper into the specific breeds and what they were bred to do for thousands of years. A ratter breed can hurt you but the likelihood of them doing so out of instinct of protecting their owners is much lower than a protection breed. Big dogs aren't inherently dangerous. Barking isn't inherently aggressive. Pinned ears is a good example of how people ignorant to dog language can inteprete "airplane ears" as fear or aggression when in some cases it's an appeasement behaviour which is the opposite of aggression.
I have Siberians who, to the ignorant eye, can look like wolves. I had a judge tell me Siberians creep him out and he doesnt like them because they stare. Yes, they do. However, they are known for being terrible guard dogs because it's not what they were bred to do. Staring is another good example. Herding breeds are known for a "hard stare" because they are trying to herd you. It doesn't automatically mean they are about to bite, like most would assume when a dog stares at you.
Cops *should* know these things. Why? Because they are called to non emergent situations when they shouldnt. Expecting cops to know all these things including handling people with autism, dementia, or people who have cop trauma is a pipe dream. Their training is enough to learn how to use the radio and how to shoot in a straight line. They learn on the job. This means thousands of mistakes will happen before you get a decent cop.
That LAPD office drew his weapon as soon as he heard a big dog. Mistake number one. Do you want an officer who DRAWS his weapon at scary sounds? Pepper spray can deter bears. All LAPD officers have pepper spray on their belt, they need to use it more often. He had already decided that dog was going to die when he said, "I ain't gettin' bit by that bro." He then shot multiple times at a dog that was not aggressive in the direction where multiple humans where in the line of fire in an apartment complex with multiple homes and thin walls. This is acceptable behaviour for state agents to you?
The state will never be able to fund enough training to remedy this. It has to start with you to change things. Stop calling cops for non emergent situations. Calling the appropriate line could result in helping someone or someone dying. Sometimes all a situation needs is a knock on the door. Sometimes a situation needs patience or empathy from a neighbor. Choose to make your community stronger by being a person who brings people together. Cops don't bring people together, they exist to obey state orders and state agendas.

There is a gene therapy treatment that basically cures sickle cell disease & is 90% effective, but it costs $2-3 million
