Although 700 senior IRGC officials are confirmed to be in Canada, it is still the former IRGC conscripts—victims themselves—who are targeted, not the main members of the IRGC. This comes despite promises that the IRGC listing would not affect conscripts. Now, these individuals are receiving PFL letters, punishing them for their forced service. It seems that governments are only posturing with anti-terrorism rhetoric, and in practice, due to their inability to identify the key players, they target innocent soldiers who have honestly self-reported their mandatory service, as they are easier targets. If this trend continues, it will be a real failure for a country that claims to advocate for human rights and justice. This is a clear example of how victims are punished, while those in power remain untouched.
