@REichten I read that as confirming they CAN use it without the additional hard cap penalty. My understanding is that penalty is in place if you save and bank the exception for a future year. Using a TPE the year it is generated is almost like trading player for player.

It looks like the Randle TPE, if used this offseason, would NOT hard cap Wolves
