Regarding the recent SCOTUS decision declaring the tariffs to be illegal, there may be another way. Suppose the President just put a quota on the amount that any country can sell in the US. That would have the same impact as a tariff to reduce our imports. While the court said tariffs are like a tax and must be passed by Congress, quotas do not have to be approved by Congress. Any inflation impact from quotas would likely be much smaller than the inflationary impact of tariffs.
