Lt. Michael Cotter of @dcfireems led an ice-dive training exercise in the Tidal Basin on the coldest day of the year. One of his colleagues took a playful slip on the ice. This exercise was planned before last week's fatal traffic accident in which the dive team made a recovery under the Memorial Bridge.
A vehicle hit a car on the Memorial Bridge and went over the edge into the frozen Potomac River. Divers pulled one out of the river with life threatening injuries.
