I totally understand your point, and I truly see where you are coming from. Some conversations can come across as insensitive if we consider the way they're presented vis-à-vis people's realities. However, I don't think he meant it in an insensitive or bad way. Maybe it only sounded that way.

He was most likely using it as a form of encouragement so that anyone genuinely interested in pursuing a graduate program abroad would understand that, to a reasonable extent, an English proficiency test isn't negotiable.

Maybe people who haven't had this opportunity yet might see things differently. I once listened to Islamiat Ojelade speak about something similar. She said she made sure she did everything, even when it wasn't required, so that by the time the admissions committee compared her with other equally qualified applicants, they wouldn't have any edge over her if the school decided to look for reasons to narrow down the list.
