Explaining the final cutscene of 7.1 Act 4

I don't blame anyone for not understanding exactly what is going on since there is some tossed in word salad and very little context for where and what is going on. However, the game actually does provide us more insight of the authorial intent of the scene as well as some concrete details to latch onto.

On the second slide, the Quest Overview for Act 4 actually provides a brief summary of exactly what the creators were conveying in the cutscene.

First establishing bit of information is the where the cutscene takes place, this is in fact 100% in Snezhnaya, and based on the dragon head in the cutscene and 7.1 allowing us to see the wings of a dragon in the distance, we can pretty safely assume Ronova teleported to the Snezhnaya's nail which will be located near the big dragon corpse we'll probably get next region expansion and not some nail still in Celestia or something.

Second is the what she is doing. Some believe she is destroying the nail, but this appears to be an incorrect assumption, and quite the opposite. The Embryonic-Ischoric-Telluric-Rudiment or Eitr as Ronova calls it, is an object containing the power of the Light Realm, the powers of Teyvat in the age of Dragons and a power inhospitable to humans

Extra aside, she would've gotten Eitr from the Shadow Realm, so she made a detour to the Shadow Realm before teleporting to the nail.

As we can see with the epilogue to Act 4 where we can check out all the nailed locations of Teyvat, whatever Ronova did, is affecting all the dropped nails. And in addition, as stated in the above cutscene summary, Ronova intends to make ALL OF TEYVAT experience whatever she is cooking.

Now taken together, her imbuing Snezhnaya's nail with the power of the Light Realm and that power spreading with all the other nails, and her being said to want "all of Teyvat to experience that same sensation as the Holy Soil spread across the land". She's trying to nuke all (at least human) life off the face of the world.

TLDR:

RONOVA IS TRYING TO NUKE ALL OF TEYVAT AND WIPE OUT EVERY SINGLE HUMAN (dragons might be good though).

Extra:

Whether she's actually dead or not, I'm going to say 50/50. But I'm leaning dead considering gravity of this swan song.
