Transit, labor, and housing leaders across California are raising concerns about proposed CARB amendments to the Cap-and-Invest program.
A coalition of more than 60 organizations has submitted a letter to the California @AirResources Board, warning the changes could weaken the program’s climate, economic, and affordability benefits.
The amendments could:
• Undermine climate and air quality progress
• Eliminate funding for key programs like AHSC, TIRCP, and LCTOP
• Threaten good-paying jobs
• Reduce investments in communities facing pollution and rising costs
For more than a decade, Cap-and-Invest has delivered real results — reducing emissions and investing billions into California communities.

AB 394, introduced by @AsmLoriDWilson, aims to improve the safety of transit operators, employees, and passengers in California by strengthening legal protections against assaults and disruptive behavior on public transit.
Key provisions include expanding penal code protections to to authorize courts to issue prohibition orders, restricting individuals convicted of assaulting transit workers or committing disruptive trespass violations from accessing transit facilities.
