Justice is where punishment occurs for a wrong done except when there is a precondition established that grants mercy. For example if you kill my mom I reserve the right to forgive you. And that’s my right. But it’s also my right to see you killed by the state.

Allah has reserved the right to forgive what he wants from His own right and mercy

However, what IS UNJUST is to kill another innocent for the crime of someone unrelated to the perp.
