I contacted @GooglePlay also but they said we cannot refund your money because it doesn't meet our policy. Does it mean I got fraud by @X or @GooglePlay ?

I purchased @X monthly premium on 16th June and till now I am unable to use the premium. I tried contacting @Support but they said no payment has been made and so we can not help. You should contact the @GooglePlay if you have made a payment using play store.
