@Noahpinion The senate has an 8x weighting vs population for the smallest states. Combine ND/SD/Wyoming into 1 state and you still don’t have 1% of the population. It’s barely a decent sized city of roughly 2M but you get 6 senate seats for a population the size of Cleveland.
