15 मंत्रालयों से जुड़े मामलों में 33,973 उपयोगिता प्रमाणपत्र (Utilisation Certificates) लंबित पाए गए।
इन प्रमाणपत्रों की कुल राशि ₹54,282 करोड़ बताई गई है।
इससे सरकारी धन के उप���ोग, निगरानी और वित्तीय पारदर्शिता पर गंभीर सवाल खड़े होते हैं।
सरल शब्दों में: सरकार ने विभिन्न योजनाओं/कार्यक्रमों के लिए पैसा जारी किया, लेकिन बड़ी राशि के खर्च का प्रमाण देने वाले उपयोगिता प्रमाणपत्र समय पर जमा नहीं ��ुए।

The Collegium has appointed 4 High Court Chief Justices, yet not a single one belongs to the SC, ST and OBC communities.

The institution expected to deliver justice cannot remain socially unrepresentative. When one social group (Uppered Caste) dominates the higher judiciary, it raises serious questions about equality, representation and institutional bias.

The UGC Regulations controversy and the stay on them is a glaring example of why social diversity in constitutional institutions matters.

Justice must be equal and institutions must reflect India’s diversity.
